Is THT defendant upon Safe Mode ???

You have safe_mode enabled; that is somehow blocking THT from accessing temporary files, or something like that. You need to disable safe_mode.
Nowadays, enabling safe_mode is ridiculous. It just isn't the right thing to do anyway.

I can't view your link do to my work proxy but I can guarantee that THT does not require safe_mode (I never enable it on any of my servers).

Safe Mode is DEPRECATED as of 5.3.0. It will be removed completely as of PHP6.

Take a look at this:
