Unfortunately, Enkompass is nothing like cPanel. It is in essence not even close to cPanel, as it lacks a lot of the same features that are necessary in a hosting environment. Plesk would probably be the best solution in this case. Due to security issues with Windows, he is not likely to find a decent web hosting control panel that is free or paid for windows machines. His best solution would be to create a virtual instance of linux and run cPanel, or if using debian based operating systems, EasyHostingControlPanel which is free.

Another solution is to run Linux & cPanel on a Hyper-V Windows server.
