Make sure your URL is valid. cPanel is reporting that it can't find that file.

When I access using url. I'm getting this error.
Not Acceptable
An appropriate representation of the requested resource /accounts/includes/cron.php could not be found on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

mod_security.
Try to disable mod_security on your server. I've got a .htaccess file here which does it but can't find it atm.

I have my mod_security disabled via .htaccess but I'm getting the 404 error in cron email.
Any ideas?

try chmoding cron.php to 777
